Build the documentary path.

A FOIA response is not the finish line. It is evidence that tells you what to ask next.

fuckthe.press preserves the request, the response, the exact source identity, the unresolved gap, and the next bounded records move so an investigation gets narrower and stronger instead of starting over.

Foundation complete. Engine development is now active.

RES-009 established the verified 120-pair source foundation. Development now moves into the actual engine: ingestion, structured extraction, event and narrative graphs, SOP comparison, deviation detection, evidence-gap generation, and the next-request loop.

The evidentiary chain reaction

One request is not an investigation.

The useful outcome is not merely receiving documents. It is building the documentary path required to make the government define its answer through its own records.

Response says

Exemption 7(A)

That creates an appeal question: what enforcement proceeding is being protected, and when does the basis expire?

Response names

A database

That creates a more precise request for the records system, fields, exports, or search results the agency just identified.

Response identifies

A custodian

That creates a bounded request for communications, attachments, or routing records tied to a known person and time window.

Every answer should reduce uncertainty—or create the next defensible branch.

02

Immutable source identity

Exact bytes, not URLs.

Source identity is proven from the actual objects. A summary, OCR layer, agency index page, or released-record bundle cannot silently substitute for the requester submission or the requester-facing response.

Requester original

The request side must be the actual submission, not an agency description of it.

Response original

The response side must be the agency letter sent to the requester, not just the produced records.

Cryptographic identity

Each side is hashed so the evidence can be rechecked against the exact bytes later.

Procedural privacy

The public proof can show that verification happened without publishing requester-identifying material.

03

Verification architecture

Completion is not promotion.

A pair can finish acquisition, duplicate screening, qualification, two independent reviews, and adjudication and still remain outside the public corpus. The target count never gets to decide the evidence.

Six-stage source verification pipeline ending in promote or hold
Independent reviewTwo isolated assessments before consensus.
Explicit disagreementMaterial conflict is adjudicated, not averaged away.
Bounded conclusionThe evidence supports only the narrow statement it can actually establish.
Promotion gateFinished work is counted only when it satisfies the public-corpus standard.
04

Golden cases

Two investigations designed to punish sloppy reasoning.

CASE 001

Las Vegas backyard incident

The test is not whether police records can prove an extraterrestrial explanation. The test is what LVMPD recorded, retained, redacted, released, and identified as responsive.

Known: Event LLV230500000097 and request NPR2023-0041115 are provenance-backed identifiers.Latest: Requester inspection of the September 24 X017514-091826 production found the two Evidence.com items to be the same two previously produced redacted body-worn-camera recordings; the backyard portions remain obscured, and no separate redaction/audit records were identified in that production. X017515-091826 and X017517-091826 remain in active inter-unit research with October 16 as the earliest expected availability date if responsive records exist.Lead under verification: The renters reportedly told the requester that the property owner's exterior security cameras were operational, that the renters did not have access to them, and that DHS took the owner's footage. This is secondhand information and is not established as fact.Next: Test the historical federal footprint through records maintained outside the suspected federal custodian: LVMPD interagency/evidence-transfer records and Southern Nevada Counter Terrorism Center Fusion Watch Desk, liaison, referral, tasking, and partner-notification records. Direct federal requests are deferred while these independent records are exhausted; any later federal request will serve as a validation check against the preserved outside record rather than the primary discovery mechanism. Continue the X017512 Communications Research Office track and the October 16 LVMPD branches.

CASE 002

New Jersey drone incidents

The test is not to collapse every sighting into one phenomenon. It is to reconstruct what each agency knew, when it knew it, and which records supported later public conclusions.

Known: Dated FBI, DHS, FAA, and DoD statements/actions are preserved separately.Open: Detection records, lead dispositions, installation incidents, restriction communications, and supporting analysis.

Public-safe research ledger

Show the work without leaking the source room.

The public layer exposes verified milestones, counts, and research state. Private acquisition material, requester identity, raw reviewer output, and sealed evidence remain outside the public surface.

Latest milestones

The canonical public corpus cannot regress below the latest verified snapshot simply because an older feed row is still cached upstream.

Validated corpus: 120 / 120

P279 closed RES-009 at 120/120: 90 promotions, 277 canonical bindings, checkpoint 90 passed, 8 source families, 67 pairs outside FTC/HHS, and zero remaining. No P280 is assigned unless the completed scope is explicitly expanded.

THE PRODUCT IS NOT A BIGGER PILE OF DOCUMENTS.

It is the infrastructure that tells you what the documents mean and what to ask for next.

Contributor intake · engine-building corpus

Don't let a FOIA die in your inbox.

A denial, appeal, fee letter, no-record response, clarification request, portal export, or released record may contain the exact procedural clue that helps somebody else's investigation. Contribution intake is being built as part of the engine-development phase.

Privacy first

Your evidence can help without turning you into the product.

We do not sell contributor information.

Personal or requester-identifying data is not a commodity for the project.

Originals can remain private.

Exact source files can be retained for provenance verification while a separate public-safe derivative is used publicly.

Contribution is not automatic publication.

Submitting material does not mean the original document, your identity, contact details, signatures, or private portal information will be published.

Public-safe means reviewed.

Requester-identifying information can be removed before public use, while hashes and provenance preserve the evidentiary chain.

What helps most

Send the chain, not just the interesting page.

  • Original request or portal submission
  • Acknowledgment and tracking number
  • Clarification, fee, routing, or extension correspondence
  • Final response, denial, partial denial, or no-record determination
  • Appeal and appeal decision
  • Released records and any manifest or cover letter
  • Original email files or portal exports when available

How usefulness is judged

The engine decides what the material can teach.

Provenance
Is it original agency/requester material with reliable identifiers?
Pair completeness
Can the request be connected to the response that answered it?
Procedural value
Does it reveal routing, search, exemptions, fees, referrals, appeals, systems, or custodians?
Novelty
Does it add a new agency behavior, record class, system, or outcome?
Reusability
Can it improve the next request for someone else?

Submission portal

Secure intake is part of the engine build now underway.

The public site will not pretend an upload path exists before the privacy, provenance, duplicate-checking, and public-safe review pipeline is ready. Until then, this page defines exactly what the contribution system is being built to accept and protect.
